| "If that's what it takes to get their attention, that is what we will do," Chula Vista Police Chief Rick Emerson said."These cars can mean death on the streets, and that's what we are really trying to avoid here" Telling someone to stop doing what they are doing will make them wanna break the rules even more. We do not have to got to a 4-year psychology school to figure this out. Spending/saving that large cash for a race track is the real solution. They "really" just want the "money" for themselves and no real solution to this problem. Read the part where the officers will be getting paid overtime also. They do not "really" care who dies or lives as long as you are no one important. Using the lady with the baby is just to gain pity from the readers. I'm not saying what the kid did was not stupid. If there was a track out there then this could have most likely been avoided. Street racing will never go away but it can be reduced. Does Germany have a streetracing problem since they have an autobahn?
